Purpose

To ensure the procurement of goods and services through a process that ensures efficiency, transparency, financial control, quality, and best value to contribute to excellence in education at the 91proÊÓÆµ (HCDSB).

Principles

  • The HCDSB recognizes its commitment in purchasing goods and services essential to the delivery of education; acknowledging that the selection of these goods and services be undertaken through a well managed and controlled purchasing process, and recognizes that competitive bidding yields the best value for these goods and services.
  • To mitigate risk, the HCDSB supports the Broader Public Sector Supply Chain Code of Ethics and commits to compliance with Trade Agreements, as well as Federal, Provincial and Municipal Acts and Regulations without qualification or evasion.
  • Where possible, the HCDSB supports the concept of centralized purchasing as a means of obtaining maximum value for each dollar spent.
  • The HCDSB supports consistent processes and expectations for workinug with vendors, thereby enhancing relationships.
  • The HCDSB will maintain a competitive purchasing process by requiring compliance with the practices established in Procedure VI-11 Purchasing.
  • All HCDSB staff and Trustees will ensure that the procurement of all goods and services follow all applicable HCDSB policies and procedures, and all applicable Trade Agreements, as well as Federal, Provincial and Municipal Acts and Regulations pertaining to public procurement.

HCDSB currently uses to post competitive bid opportunities. Please note that the HCDSB does not maintain a bidders list, nor will we notify vendors of any new competitive bids. It will be the Bidder’s responsibility to check for any bid opportunities.
