Through the Ministry of Education’s Better Schools and Student Outcomes Act, HCDSB has developed a comprehensive Student Achievement Plan to evaluate student success across three areas:
- Achievement of learning outcomes in core academic skills.
- Preparation of students for future success.
- Student engagement and well-being.
2025-2026 Student Achievement Plan Consultation
We are currently gathering feedback on the 2025-2026 Student Achievement Plan.

Background
On June 8, 2023, The Better Schools and Student Outcomes Act, 2023 received royal assent. This legislation provides policy reforms to further support student achievement and increase transparency for parents/guardians and communities.
On July 28, 2023, the Ministry of Education released the Student Achievement Plan Framework, which is aligned with the following provincial priorities:
- Achievement of learning outcomes in core academic skills.
- Preparation of students for future success.
- Student engagement and well-being.
School boards are required to adopt these provincial priorities into their multi-year strategic plans, starting in the 2023-2024 school year. Learn more about our Multi-Year Strategic Plan 2024-2028.
The Student Achievement Plan framework sets out goals and performance indicators for school boards to measure student achievement, develop action plans, and monitor their progress on improving student outcomes.
In the interest of transparency and accountability to local communities and in alignment with subsection 169.1(4) of the Education Act, school boards are required to publish the Student Achievement Plan Public Reporting Template on their board websites by April 30th.
